Senadores del PRI presentaron una iniciativa para crear la Ley de Empleo Temporal, a fin de crear un instrumento que atienda a las personas en estado de desocupación forzada o voluntaria, para mejorar su situación económica con una fuente de ingresos y esquemas de seguridad social.
Los legisladores señalaron que, de acuerdo con el INEGI, a nivel nacional, en noviembre de 2023, la población desocupada, fue de 1.6 millones de personas, de las cuales 948 mil personas son hombres y 674 mil son mujeres.
Explicaron que su propuesta de ley tiene como objetivo la regulación del Programa de Empleo Temporal, como una medida ante el impacto económico y social causado por diversas crisis económicas, emergencias o desastres naturales, y está dirigida a personas que no cuenten con empleo formal, con prioridad para aquellas que viven en zonas marginadas o con altas tasas de desempleo.

Los legisladores indicaron que se pretende proporcionar una fuente de ingresos y esquemas de seguridad social, que protejan el bienestar socioeconómico de la población desempleada y en situación de pobreza o pobreza extrema.
Se trata, explicaron, de mitigar el impacto económico y social de las personas de 18 años o más, que ven disminuidos sus ingresos o patrimonio por situaciones económicas y sociales adversas, emergencias o desastres.
Este programa está dirigido a personas que no cuenten con una relación laboral formal. Se dará prioridad a aquellas que habiten en zonas marginadas, con altas tasas de desempleo o se encuentren afectadas por un desastre natural.
Expresaron que se entienden como actividades del programa de empleo temporal, aquellas de carácter provisional, llevadas a cabo por personas que cumplan con los requisitos previstos establecidos en la ley, así como en la convocatoria y lineamientos expedidos por la Secretaría del Bienestar, con el fin de obtener ingresos económicos durante un periodo determinado.
